In consequence of the change of scheme, I would beg leave to draw attention to the report in the Daily Press of the 25th June, 1897 of the laying of the foundation stone by His Excellency Sir William Robinson at Kennedy Town for the road round the island.

It will be noticed from His Excellency's speech and from Mr. Chater's speech that the idea then was that there were sufficient funds to justify the Jubilee Road being begun at both ends, that is to say, as Mr. Chater expressed it, simultaneously at Kennedy Town and at Saiwan.

In fact, Mr. Chater himself seems to have originated that idea of starting the road at both ends.
